Yes. Heat pumps still extract heat from outdoor air well below 32°F — there is usable heat in the air far below freezing. What changes is capacity: output drops as temperature falls, so below the balance point auxiliary heat supplements the unit. Cold-climate models are specifically designed to deliver most of their rated capacity in sub-freezing weather.
